PROJECT OVERVIEW
The Somalia Crisis Recovery Project (SCRP), is a flood and disaster recovery, and reconstruction project financed by the World Bank led by Government of Somalia The total Amount of the project is USD 187.5 M. It builds on responding the large number of recovery and resilience needs identified during FINA/DINA assessments and the subsequent National Recovery and Resilience Framework RRF. The project is aligned with the existing national policies such as NDP-9 and more specifically the Recovery and Resilience Framework (RRF).
Immediate Services and Livelihood Support
SCRP provides critical services in flood-affected areas through interventions such as:

Restoring WASH access
Communities benefit from improved water, sanitation, and hygiene through rehabilitation efforts that include the deepening of wells and debris removal.

Locust Prevention
National-level surveillance and control operations, distribution of bio-pesticides, and livelihood assistance to farming communities.

Health Services Revitalization
Supporting basic healthcare services, including strengthening responses to gender-based violence and providing nutrition and hygiene services

Water trucking

Agricultural recovery
Delivery of agricultural inputs, farming tools, and livestock feed to promote food security.

Vector-borne disease prevention for livestock
Vector-borne disease prevention for livestock: Improved veterinary services and treatment programs to protect livestock health.

Cash-for-work scheme for vulnerable households in Flood and/or Drought Affected Areas
Medium-Term Flood Recovery
This component addresses the rehabilitation of critical infrastructure using sustainable, build-back-better standards:

Transport infrastructure rehabilitation
Restoration of small-scale roads, drainage systems, and footpaths critical for local livelihoods.

Flood risk management
Riverbank protections, stormwater drainage systems, and the restoration of irrigation channels to reduce flood risk.

River Embankments

Water and sanitation rehabilitation
Community-led projects to improve water systems, toilets, latrines, and hygiene facilities, especially in schools and clinics.

Health facilities
Rehabilitating damaged primary and secondary health facilities to ensure the provision of essential services.

Longer-Term Disaster Risk Preparedness
SCRP focuses on building sustainable institutional frameworks and improving government capacities for crisis response:

Flood and drought preparedness
Developing national strategies, flood risk assessments, and resilience programs to mitigate future risks.

National emergency management systems
Establishing the National Emergency Operations Centre and Disaster Risk Management systems to enhance Somalia's ability to respond to future crises.

Hydromet and early warning systems
Strengthening Somalia's hydrometeorological services to provide accurate data for disaster response.

Project Management
This component ensures effective implementation and monitoring of SCRP activities, overseen by the Project implementation Unit (PIU) within the Ministry of Finance. The PMU handles financial management, procurement, and environmental and social safeguards compliance while ensuring that gender-based violence and grievances are addressed.
Contingency Emergency Response
In anticipation of future emergencies, this component allows rapid activation of funding to address unforeseen disasters. The government, through SCRP, will reallocate resources to support immediate responses to crises like health emergencies, food security issues, or natural disasters. By addressing immediate recovery and establishing longer-term resilience measures, SCRP plays a pivotal role in enhancing Somalia's capacity to withstand future crises. These interventions aim to protect livelihoods, restore essential services, and lay the foundation for sustained growth and development.

Providing health and nutrition services in Somalia’s Essential Package of Health Services;

Developing an emergency operations and response center;

Hydromet and early warning systems
Strengthening Somalia's hydrometeorological services to provide accurate data for disaster response.

Health Strengthening Somalia’s Integrated Disease Surveillance and Response System to Detect Pathogens; and (vi) supporting emergency response communications
Anticipatory and Recovery Support for Addressing Food Insecurity
This component will include the following two sub-components:

Immediate Rehabilitation of Small-Scale Community Irrigation and Water Supply Infrastructure.

Fisheries infrastructure. Fishing Coastal Community Infrastructure and Value Chain Resilience

Provision of Fishing Inputs and Infrastructure to Coastal Communities, and related training and awareness
